Unity in Action: Crafting a Legacy of Inclusion and Sustainability.

The redevelopment of Naval Point - Te Nukutai o Tapoa, a pivotal marine and recreational hub in Whakaraupō / Lyttelton Harbour, serves as a prime example of the vital role community engagement plays in project management.

 

Despite the project’s end goals not explicitly reflecting the extensive community work involved, this “mahi” (work) was crucial for achieving consensus and support.

Naval Point stands as the region’s sole 24/7 boat launching site, boasting publicly accessible flat land—a rarity in Lyttelton. Concerns about the site’s 9.2-hectare area and its amenities sparked the Naval Point Development Plan 2020 initiation by the Christchurch City Council. This plan aimed to conduct a thorough and collaborative redesign to enhance the area for the boating community and the general public.

 

A master planning team, including Richard Knot Urban Design and OCEL Coastal Engineering, was privileged to engage with stakeholders and user groups over three years, fostering a collective vision for the site’s future.

 

A significant partnership was formed with Te Hapū o Ngāti Wheke, with kaiwhakairo (master carver) Caine Tuwhare infusing taha Māori into the project’s ethos, emphasising the project’s dedication to the Whenua (Land).

 

This alignment catalysed fruitful discussions with various groups, including Coastguard Canterbury, Naval Point Club, and Lyttelton Sea Scouts, among others. The Christchurch City Council’s unwavering dedication, supported by the Lyttelton Port Company, ensured the masterplan’s steady progression.

 

The project’s primary challenge was not just to design but to actively listen and honour the community’s deep connections and insights into the area. This approach led to a comprehensive program of public engagements, workshops, and presentations, facilitating a transparent and open dialogue with all parties involved.

 

The redevelopment process, while set to evolve further, has already illuminated the value of community involvement in such projects. The collective effort has laid the groundwork for Naval Point - Te Nukutai o Tapoa to become a cherished legacy, reflecting the dedication and wisdom of the community that has contributed to its vision.
